What is a quota and who is entitled to it?
A quota is money that the state allocates for the provision of certain medical care: operations, complex manipulations, expensive examinations. The funds go directly from the Federal Compulsory Medical Insurance Fund (FFOMS) to clinics.
In simple terms, a quota is the right to-tech medical care (HTMC). “To receive a quota” means to receive the right to HTMC in the near future or in order of the queue.
Why do they give a quota?
The right to free planned surgical intervention is specified in the laws. According to the Constitution of the Russian Federation, every citizen of Russia has the right to medical care. The list of high-tech medical care services that are available to citizens free of charge is listed in a special State Guarantees Program.
